You need to answer the questions I posed to you earlier, particularly the SWM question. Without a SWM dish, you have too many tuners attached to the dish which will cause intermittent problems such as you are having.
Here's a different test that's easy to do. Go outside and look at your dish. Does the dish have the word "Slimline" painted on the reflector? If yes, count the number of coax cables coming into the house from the dish. If the number is four, then you have too many tuners attached to the dish and you need an installer to install additional equipment.
